JARS Sales and Services Co. Ltd. is a Dominican owned, civil engineering Construction Company, which offers professional services in general construction, water and sewage distribution, pipe laying, remodeling and restoration, and heavy equipment rental. The company is quickly developing as an industry leader for its expertise in completing projects timely and efficiently in varied cultural, topographical, and climatic environments.

JARS Sales and Services Co. Ltd. was incorporated in 1997 with the intention of focusing on remodeling and construction, but less than two years later, increasing demand for the company’s services in earth moving works encouraged it to diversify. The company soon became a dominant player in the development and renovation of Dominica’s water and sewage infrastructure.  Today, it has expanded its portfolio of services to include an array of civil engineering and road works.

The company is directed by Steven Astaphan, a civil engineer registered with the Dominica Board of Engineering, who graduated with a BSc in Civil Engineering from the Technical University of Nova Scotia, Canada. Mr. Astaphan has implemented a JARS management strategy that pays close attention to project details and client objectives, one that encourages consensus among diverse community interests and establishes the right environment for the successful planning and completion of projects. This focus ensures that JARS Sales and Services Co. Ltd. works relentlessly in its pursuit of uncompromising quality in every project it undertakes: no matter how large or small.
